Department of Sanitation Update

Dallas Public Library (DPL)

  • In light of the conditions and forecast, the Library’s hours will remain at the altered schedule for today 1 p.m. – 5 p.m. With the forecasted icy conditions for tomorrow, we will push opening of libraries on Saturday, January 11 to 12 p.m. with a normally scheduled close of 4 p.m. At this time, it looks like we will be able to return to a normal schedule on Sunday.

Dallas Park and Recreation Centers (PKR)

  • Dallas Park and Recreation Centers will follow a modified schedule today (January 10) from 1 p.m. to 5 p.m. With the forecasted icy conditions overnight, will delay opening on Saturday, January 11 until 12 p.m. and close as scheduled at 2 p.m.
  • Saturday and Sunday weather forecasts appear to allow for all after hours facility reservations to safely proceed as originally scheduled.  
  • The Well Med Senior Activity Center will be closed January 10

Office of Community Care & Empowerment (OCC)

  • West Dallas Multipurpose Center closed Friday.
  • MLK Community Center (Building A) opening at 1pm on Friday.

Due to deteriorating street conditions, all Thursday collection routes have been suspended. Customers are advised to leave their carts at the collection point. Sanitation will attempt to collect these carts on Friday or Saturday as conditions allow.

The Office of Homeless Solutions (OHS) activated temporary inclement weather shelter (TIWS) starting Wednesday, January 8, 2025, at 3:30 PM at the Fair Park Tower Building located at 3809 Grand Ave., Dallas, 75210. Free parking is available in designated parking spaces and lots near the Tower Building. Park in lot 4b on January 8, 2025, and in lots 4a and 5a from January 9 through January 11, 2025.

Sanitation Services Winter Weather Advisory – Solid Waste Collections on Jan 9 and 10, 2025

As North Texas braces for its coldest weather of the season, we want to inform our customers about how the winter storm may impact garbage, recycling, and brush and bulky item collections scheduled for Thursday and Friday this week.

Our crews will report to work on Thursday and Friday as they are safely able. Supervisors will scout road conditions early each day, and routes will begin only if deemed safe. Here’s what you should know:

  • Late Starts or Cancellations: If conditions remain unsafe by 11 a.m., collections will be suspended for the day.
  • Schedule Adjustments:
    • If Thursday collections are canceled, they will occur Friday.
    • If Friday collections are canceled, they will occur Saturday.
    • In the event that both days are canceled, Thursday’s collections will occur Saturday, and Friday’s will be held until the following week.
    • If there is a late start on Thursday and/or Friday, it may be determined that all routes cannot be completed. In such cases, all available resources may be focused on prioritizing on-time garbage collection for that day, with recycling potentially delayed until the following week.

The following shelters will be activated throughout the week of January 6, 2025 for all days that meet the activation trigger. Inclement weather sheltering will open at 3:00 p.m. Intake hours will be from 3:00 p.m. to 10 p.m. on Sunday, January 5, 2025, and from 8 a.m. to 10 p.m. daily thereafter, until the inclement weather comes to an end.

Hour may vary if extended in accordance with Chapter 45 of the City of Dallas Code by the Office of Homeless Solutions.

Stay Safe and Informed: Inclement Weather Power Release Policy

In the event of inclement weather, this policy outlines the process for obtaining an Emergency Power Release for electrical repairs.

Key Considerations:

  • Eligible Emergencies: Vehicular damage, storm damage, fire damage, and meter damage may qualify.
  • Eligibility Requirements: The structure must be occupied or temporarily vacant due to the outage. A licensed and registered electrical contractor with the City of Dallas must request the release.

Office of Emergency Management & Crisis Response:

The Emergency Operations Center (EOC) will open Thursday at 5:00 AM and stay active throughout the event. The EOC will be the main hub for coordinating resources, working with other departments, and handling communications.

Warming Centers

If you need relief from the cold weather, please visit any of the City of Dallas’ public facilities, including libraries and recreation centers, available during regular business hours.

Cold Safety and Energy Savings Tips:

Cold temperatures and winter storms can pose significant risks, but taking precautions can help keep you and your loved ones safe during the colder months. The elderly, very young, and those with chronic illnesses are especially vulnerable to cold-related illnesses like hypothermia and frostbite. If you know someone in your family or neighborhood who might be at risk, please check on them safely and often. Protect yourself, your family, and your neighbors from the effects of extreme cold by taking the following precautions:

  • Stay hydrated by drinking plenty of non-caffeinated, non-alcoholic beverages. 
  • Stay warm by dressing in layers, covering exposed skin, and wearing hats, gloves, and insulated boots when outdoors.
  • Limit time outdoors in extreme cold, and take frequent breaks indoors to warm up.
  • Stay indoors as much as possible, and keep your thermostat set to 68°F or lower to conserve energy. Use weather stripping and keep blinds or curtains closed to retain heat.
  • Use blankets and wear warm clothing indoors to stay comfortable without overusing heating systems.
  • Conserve energy by running large appliances during off-peak hours or limiting their use altogether.

 Freezing temperatures, wind, sleet, and snow can be dangerous.  Protect yourself, your family members, and others from the effects of cold temperatures by building or adding to your emergency kit and by visiting Winter Weather Preparedness.

Office of Homeless Solutions (OHS):

OHS, in partnership with Austin Street Center, is running the Temporary Inclement Weather Shelter (TIWS) at Fair Park. The Austin Street Shelter at 2929 Hickory St. is now open and accepting additional guests. OHS is exploring other locations to expand shelter space as needed. The OHS website is regularly updated with the latest information.

Transportation and Public Works (TPW):

TPW is treating major roads with brine before the storm starts. Once it begins to snow or ice, they will switch to a mix of sand and salt. TPW has 50 trucks ready to work, in coordination with Dallas Water Utilities (DWU). Snow removal will begin on Wednesday at midnight in 12-hour shifts. Please note that residential streets will not be treated unless emergency responders request it.

Dallas Water Utilities (DWU):

DWU has contacted businesses, advising them to turn off sprinklers to avoid making the roads slippery. They are also preparing for the storm and supporting Public Works with pre-treating and sanding roads.

Department of Aviation (AVI):

The airport’s emergency management team is closely monitoring the weather. Staff recalls are underway, and airport workers will be on 12-hour shifts starting at 7:00 PM on Wednesday. Snow removal equipment is ready, and emergency routes are set up for airport firefighters. DOA is working with Public Works to clear roads around the airport.

Dallas Police Department (DPD) and Dallas Fire-Rescue (DFR):

DPD and DFR are monitoring the situation and will increase staffing if needed. They are preparing for more emergency calls and are helping out with operations at the Temporary Inclement Weather Shelter.

Cold Weather Preparations for Dallas Fire Rescue

As Dallas braces for lower temperatures and a Winter Storm Watch, Dallas Fire Rescue is implementing proactive measures to ensure the safety and efficiency of emergency response during this period.

In collaboration with local non-profit organizations and the Office of Homeless Solutions, Dallas Fire Rescue will provide sheltering and transportation for unsheltered individuals to designated warming centers throughout the city. From 7:00 PM to 7:00 AM, Dallas Fire Rescue will transport individuals in need of shelter. The public is encouraged to call 911 if they come across someone who requires transportation to a shelter during these hours. For non-emergency inquiries, please contact 311.

To address operational challenges, the following actions are being implemented:

  • Additional hose supply: Extra hose will be available for use should a company need to replace frozen hoses and get back into service.
  • Fuel treatment: Fire stations with diesel fuel pumps have already treated fuel with additives to prevent gelling.
  • Salt application: Stations can request salt treatment for their access roads.
  • Increased resources: In the event of a rise in call volume, extra resources, including saws, brush trucks, and additional apparatus, will be deployed to respond to emergencies such as downed trees, downed wires, warming fires, or water shutoffs.
  • Brush trucks: These will be deployed based on the current situation and needs.
  • Safety measures for driving: In case of ice accumulation, all apparatus will be equipped with tire chains to ensure safer travel.

Code Compliance:

Code Compliance is reaching out to apartment buildings to remind them to leave faucets dripping and cabinets open to prevent pipes from freezing. Emergency protocols are in place for investigations if needed.

Protect Your Pets During Winter Weather

Dallas Animal Services suggests that if it’s too cold for you, it’s probably too cold for your pet. All pets are at risk during this weather, regardless of size or breed.

If you see a pet that you believe is in distress or is left outdoors in freezing temperatures without shelter, please call 3-1-1 to make a report. You can also make a report online at dallascityhall.com or through the OurDallas mobile app.

Shelter isn’t the only important consideration during cold spells. To keep your pets healthy and happy during cold weather, the ASPCA recommends:

  1. Towel dry your pet as soon as you come inside on cold and wet days to keep pets comfortable and to avoid skin issues.
  2. Avoid shaving your pet’s fur short in winter months as this decreases their ability to stay warm.
  3. Keep walks short during wet or icy days and consider massaging petroleum jelly into their paws before leaving the house to provide extra protection. Booties are another great option!
  4. Pavement and cement are very cold in the winter, so walking on grass may be a more comfortable option.
  5. Remember that antifreeze and many chemicals used to melt ice are toxic to pets and should be avoided when possible or kept out of reach.
  6. Never leave a pet in a car during cold spells. Cars can act as refrigerators and can cause pets to freeze to death or experience hypothermia.

PROPER SHELTER

Pets should be kept indoors when the temperatures are this low. If you see a pet left outdoors without shelter to protect them from the cold, please call 311 to report Animal Lack of Care. WINTER DOGS

Please do NOT call us about the big fluffy dogs built for the cold – Huskies, Great Pyrenees, and the like thrive in this weather and have thick undercoats that keep them warm. Short-coated and smaller dogs are not suited for this cold so please ensure those dogs have shelter.  

WARMING CENTERS

If you or someone you know needs temporary shelter during this cold weather, there is a warming center located at Fair Park. We have ensured there are resources for people with pets, so please know pets are indeed welcome and will be properly cared for.

COMMUNITY CATS

UPCOMING PRECIPITATION

Thankfully the next few days appear dry, but there’s potential for snow going into Thursday. If you are salting your sidewalks, keep in mind that dog paws should be thoroughly wiped at the end of the walk. In a pinch, cat litter can be used to prevent slipping on ice if rock salt is unavailable. Be sparing in use of salt – only a small amount is needed to cover a large surface area. Oversalting can cause a number of issues so follow the directions on the package.

Protect Your Property During Freezing Temperatures

As reminder, it is  important to check your sprinkler system and prepare your home to avoid freezing pipes that can cause extensive damage to your property. Below are a few tips you can follow to get through the winter.  

  • Check your automatic sprinklers – Make sure your sprinkler system has a rain and freeze sensor and that it is working properly to avoid watering during a freeze. If your sprinkler system does not have a rain and freeze sensor, ensure you turn off your irrigation system manually. Watering during a freeze can cause sheets of ice to form on your property or on the street, creating extremely dangerous conditions for drivers and pedestrians. In addition to damaging your property, there could be liability issues should anyone be injured. 
  • Find your private shut-off valve – Learn where it is and how to operate it. They are often near an outside faucet close to the home. Older homes may have a valve that looks like an upside down “L” buried in the ground. Turning the valve handle perpendicular to the pipe stops the water flow to your home.  
  • Prepare pipes before a freeze – Wrap any exposed pipes, drain water hoses, insulate any outside faucets and cover vents around your foundation. 
  • Prepare pipes during a freeze – Let hot and cold water drip slowly from inside faucets and open cabinet doors under sinks along outside walls.  
  • Take steps before going out of town – If you will be gone for several days, turn off the water at your home’s private shut-off valve and drain all outside faucets. This may prevent your house from being flooded if there is a freeze while you are gone.
