City of Dallas Facility Closures and Service Updates Due to Inclement Weather 2026

Dallas City Hall will open at 10 a.m. Thursday, January 29, 2026. All other City facilities will resume normal business operations, with the exception of the Kleberg–Riley Library Branch, which will remain closed for repairs due to water damage.

Sanitation Service Alert: Possible Brush and Bulky Item Collection Delays Due to Winter Weather

Brush and bulky item collection is currently delayed as crews catch up after several days of suspended operations due to unsafe weather conditions. Crews are working extended weekday hours and weekends, and outside contractors are now assisting to help get routes back on schedule.

Residents should continue to follow their normal monthly brush and bulky schedule and leave set-out materials at the curb until they are collected. Find your collection week and review set-out guidelines here.

Dallas residents may also self-haul brush, bulky items, and other accepted waste to the landfill or a transfer station at no cost. View rules and hours of operation here.

Sanitation Collection Delays Due to Winter Weather

Crews are continuing to catch up on missed garbage and recycling collections as weather and road conditions allow. Service may occur outside of your regular collection day in some areas.

Residents should leave carts at their regular collection point until serviced, including customers whose collection was impacted earlier this week.

Collection times may vary by neighborhood as conditions improve.

To support customers not serviced this week, our “close the lid” policy will be suspended next week. Residents may place additional bagged garbage on top of or next to their roll carts. Any recyclable materials that don’t fit in the cart should be bundled and placed on top of or next to the roll carts.

Sanitation

Collection services are resuming today in Wednesday service areas as neighborhood street conditions allow. Crews will make every effort to collect garbage, but service may not be possible in some locations due to ongoing icy conditions. Recycling service for Wednesday customers will not be provided this week. Customers may leave carts at their regular collection point until they are serviced.

 The following city departments will have delayed opening on Wednesday: 

  • The Dallas Municipal Court Building will open at 12 p.m. on January 28, 2026.  All trials scheduled for this date will be rescheduled, and jurors should not report. 
  • Dallas Public Library locations will open at Noon. 
  • Dallas Animal Services will be open from 11:00 am to 6 pm Wednesday, Shelter operations continue.  
  • Recreation Centers will have modified business hours from 12pm to 8pm on Wednesday and 10am to 8pm on Thursday, January 29th. 
  • WIC Clinics will have modified business hours from 12pm to 5pm Wednesday. 
  • Vital Statistics will have modified business hours from 12pm to 4:30pm Wednesday. 
  • MLK Community Center with modified business hours from 12pm to 5pm Wednesday. 
  • West Dallas Multipurpose Center will have modified business hours from 12pm to 5pm Wednesday. 
  • Cultural Centers with delayed opening at 12pm. 
  • Office of Community Police Oversight is closed, phone lines forwarded to 3-1-1. 
  • Dallas Water Utilities will continue to suspend City Hall in-person lobby payments tomorrow and will re-open Thursday, January 29.

Current Dallas Response Actions: 

Life Safety and Shelter Operations 

  • The Fair Park Inclement Weather Shelter is supporting approximately 1,100 unhoused residents. 
  • Shelter operations have placed 12 households into hotels, including 17 adults and 26 children.
  • 14 pets are being housed at the temporary shelter (7 dogs and 7 cats).
  • Dallas Fire-Rescue transported 38 unsheltered overnight and treated 107 patients in the shelter first aid room, with 5 hospital transports.  
  • Crisis Intervention teams have already completed engagement with over one-third of the 244 residents seeking assistance with welfare checks continuing as conditions permit.  

Streets and Transportation operations 

  • Dallas Police and Dallas Fire Rescue urge residents to Stay home, Stay safe
  • Transportation & Public Works continues active road treatment and refreezing response operations, including deployment of plows to bridges, Love Field access routes, the Medical District, and other critical corridors. Some Traffic signals remain in flash status, with the majority of communication failures related to connectivity rather than operational outages. Road conditions are expected to worsen overnight. 

Utilities and Infrastructure 

  • Dallas Water Utilities continues to urge residents to drip indoor faucets.

City Services and Continuity 

  • Code Compliance reports 49 emergency calls for service, including heat-related, electrical, and hot water concerns, with active cases in progress and no mass outages identified.  
  • Dallas Animal Services reports 365 total calls, with over half weather-related and continued prioritization of animal welfare concerns during this freezing weather.

Fair Oaks and Westmoreland Transfer Stations are closed today, Tuesday, January 27, due to icy conditions. McCommas Bluff Landfill and Bachman Transfer Station are expected to open at 9 a.m., weather permitting, and may close early if conditions worsen.

Inclement Weather Impacts on Dallas City Facilities and Services

Dallas City Hall

Due to the winter weather, freezing temperatures and current road conditions, Dallas City Hall will again be closed to the public on Tuesday, January 27, 2026. Public safety and other critical services will continue to be provided. All city meetings scheduled for Tuesday have been canceled. Please monitor dallascitynews.net for more information.

Dallas Municipal Court

The Dallas Municipal Court will be closed on Tuesday, January 27, 2026. All court proceedings will be rescheduled, and defendants will be notified of their new court date by mail. Jurors should not report for jury duty. All jury duty will be rescheduled.

Park & Recreation: 

Park and Recreation officials will monitor the weather and road conditions throughout the week to assess operational status for Tuesday and the remainder of the week. Visit DallasParks.org for updates.

Dallas Public Library

All locations will be closed Tuesday, January 27 but residents can access the library 24/7 at DallasLibrary.org.

Planning & Development

Offices including City Hall, all District Offices and 320 E. Jefferson are all closed. Inspections are postponed. Our phone lines remain open for assistance and inquiries.

Sanitation Services

Because neighborhood streets and alleys are expected to remain impassable for our equipment for much of the day, collection services will not resume tomorrow, Tuesday, Jan. 27, as previously planned. At this time, it is unclear whether conditions will improve enough to allow service to fully resume in all areas on Wednesday.

To avoid confusion, customers may place their garbage and recycling carts at the regular collection point and leave them there until serviced. Office of Arts and Culture

All OAC-Managed facilities are closed today, January 26, and will be closed all day tomorrow, Tuesday, January 27. All previously scheduled programming has been canceled.

Sanitation Services

For the safety of our solid waste crews and residents, all garbage, recycling, and brush and bulky collections are suspended Monday, January 26.

Service is expected to resume Tuesday with a delayed start. Monday customers will receive garbage collection on Tuesday but should hold recycling until the following week. For all other customers, both garbage and recycling will be collected, with collection days shifting one day later (Tuesday→Wednesday, Wednesday→Thursday, etc.).

Service plans for Tuesday through Friday customers may change if weather or street conditions do not improve as anticipated.

All City transfer stations will be closed Monday due to weather conditions. McCommas Bluff Landfill will open at 9 a.m., conditions permitting, and may close early if conditions worsen. Only the main entrance off Youngblood Road will be open.

Information updated as of 6:30pm on January 24, 2026:

The Office of Emergency Management & Crisis Response (EMCR), said the City remains in response phase, with impacts expected to worsen tonight and continue through the weekend.

Impacts are tracking as expected and conditions remain stable at this time. City departments and partners remain fully engaged with additional capacity in place to address worsening road conditions, infrastructure impacts, and extended life-safety needs over the coming days.

The Temporary Inclement Weather Shelter at Fair Park remains fully operational, with current census count of 815 residents.

Public Safety and Transportation

  • Dallas Police Department has responded to 57 traffic accidents since midnight with no traffic fatalities reported.
  • Transportation & Public Works continues sanding and treatment operations on bridges, overpasses, intersections, and key hotspots. Crews treated approximately 15,170 routes covering 4,300 lane miles overnight.
  • 27 traffic signals are currently operating on flash or without communication (out of approximately 1,500 systemwide), with crews actively responding.

Utilities and Infrastructure

  • Dallas Water Utilities remains fully staffed with systems operating normally and has responded to 109 cold-weather meter calls, including 13 confirmed burst pipes to date.
  • Oncor reports approximately 124 active outages within the City of Dallas, primarily due to vehicle accidents impacting poles. Crews and surge resources remain staged throughout Dallas. Residents should report outages directly to Oncor at 888-313-4747. The City continues coordinating closely to prioritize life-safety impacts.

City Services and Continuity

  • Dallas City Hall will be CLOSED to the Public on Monday, January 26th.
  • 3-1-1 remains fully staffed with no reported hold times. The top service request continues to be animal lack-of-care calls.
  • Dallas Animal Services has received approximately 132 animal welfare calls, issued 9 notices of violation, and has taken in 14 dogs today. Officers remain operating 24/7.
  • Sanitation service delay decisions will be made tomorrow afternoon based on conditions and debris impacts.

Dallas Public Library:

All locations will be closing early today at 3pm and will be closed all day Saturday, January 24 and Sunday, January 25. Weather and road conditions will be monitored throughout the weekend to assess operational status for Monday, January 26.

Office of Community Police Oversight:

The Office of Community Police Oversight (OCPO) will be closed beginning today, January 23, 2026, at 3:00 p.m. through Tuesday, January 27, 2026. During this period, OCPO office phone lines will be temporarily forwarded to 311.Although the OCPO office will be closed, we remain available via email at [email protected], and complaints will continue to be accepted on our website.

West Dallas Multipurpose Center

This Center will be closing at 7p.m. and will remain closed through Monday, January 26, reopening regular hours on Tuesday, January 27.

The City of Dallas, in partnership with @AustinStreetCenter, has activated a temporary inclement weather shelter for individuals experiencing homelessness. With bitterly cold temperatures forecasted for the next several days, supplies are needed to serve Dallas’ unsheltered neighbors.

If you would like to support this effort, donations can be dropped off between the hours of 8:00 a.m. and 6:00 p.m. at Austin Street Center located at 1717 Jeffries Street.   • EMCR is operating in a pre-incident posture and expects to activate the Emergency Operations Center (EOC) Saturday morning, January 24, at 7:00 AM.
  • Crisis Intervention teams are preparing to conduct welfare checks, including outreach to vulnerable populations.
  • Transport requests to the Fair Park Shelter will be coordinated through 3-1-1.

Austin Street Center / Inclement Weather Shelter

  • Temporary Inclement Weather Shelter operations are planned to open at Fair Park Grand Place at 4:00 PM Friday and remain open 24/7 while freezing temperature triggers are met.

Sanitation Services (SAN)

Possible Collection Delays Next Week Due to Winter Weather

  • Sanitation is closely monitoring weather forecasts that indicate a strong likelihood of dangerously low temperatures on Monday and Tuesday mornings next week, with the potential for unsafe road conditions.
  • If conditions warrant, brush and bulky item collections and routes that require manual cart servicing may be temporarily suspended to ensure employee safety. These suspensions could result in cascading collection delays throughout the week.
  • If your garbage or recycling carts are not serviced as scheduled, please leave them at the collection point until collection occurs. Customers are encouraged to continue monitoring City communications for updates and additional guidance.

Fair Oaks and Westmoreland Transfer Stations Closed Saturday

  • Due to anticipated hazardous weather and road conditions on Saturday, Fair Oaks and Westmoreland transfer stations will be closed this Saturday. Bachman Transfer Station and McCommas Bluff Landfill will be open, conditions permitting. Customers are encouraged to continue monitoring City communications for updates and additional guidance.

Transportation & Public Works (TPW)

  • Crews will begin scouting bridges, overpasses, and major thoroughfares Friday afternoon.
  • Ice Force One operations, including approximately 50 sanding trucks, are expected to begin overnight Friday.
  • Operations will continue on 12-hour shifts throughout the event.

Dallas Water Utilities (DWU)

  • Water, wastewater, and stormwater crews are prepared for continuous operations.
  • Winterization efforts are underway, and crews will support sanding and scouting operations as needed.

Oncor

  • Crews and contractors are staged and prepared to respond to outages beginning Friday.
  • Restoration efforts may be impacted by road conditions; coordination with City sanding operations will continue.

Atmos Energy

  • No significant issues anticipated; additional resources are on standby.
  • Trucks are outfitted with additional equipment and chains for response.

Dallas Area Rapid Transit (DART)

  • Monitoring weather conditions; service changes will be announced as needed.
  • A list of critical routes will be provided.
