Improving Neighborhoods: Proposed Amendments to the Minimum Property Standards

Chapter 27 of the Dallas City Code establishes minimum property standards to ensure that all buildings, structures, and premises are safe, sanitary and fit for human use and habitation. The City of Dallas and other stakeholders have collaborated to review and suggest improvements to the city’s current regulations. These proposed amendments to Chapter 27 are part of an effort to strengthen neighborhoods.

The proposed amendments address healthy housing standards, clarify and strengthen maintenance and repair standards, revamp the registration and inspection program for single family rentals, reexamine the maximum indoor temperature when air conditioning is provided, and authorize the director of code compliance to create a risk-based inspection program for multi-tenant properties to reward good landlords.

The City of Dallas is seeking input regarding to proposed amendments to Chapter 27, both online and at three upcoming stakeholder meetings. The proposed amendments are available below.

Stakeholder meetings are scheduled Dec. 14 through 18. The first meeting will be held from 7 to 9 p.m. Monday Dec. 14 at the Singing Hills Recreation Center, 1909 Crouch Road. The second meeting will be held from 7 to 9 p.m. on Thursday Dec. 17 at the Half Price Books flagship store, 5803 East Northwest Highway. The third meeting will be held online at 10:30 a.m. Friday Dec. 18 at http://dallastx.swagit.com/dnc95-live/. Those who wish to participate in the online meeting may call toll free 855-269-4484, starting at 10 a.m. Friday Dec. 18, 2015.

All input on the proposed amendments to Chapter 27 will be made available to the Dallas City Council’s Housing Committee by Jan. 4, 2016.
