Funds still available to pay water bills

The State of Texas is providing financial assistance for utility bills to qualified, low-income homeowners and renters. The programs are administered by the Texas Department of Housing and Community Affairs (TDHCA) with federal funding from the Low-Income Household Water Assistance Program (LIHWAP) and the Low-Income Home Energy Assistance Program (LIHEAP) for electricity, gas, and propane.

Dallas residents who meet the income criteria and other eligibility requirements can apply for water bill payment assistance grants through Texas Utility Help. Qualified water and wastewater customers may receive up to the total amount due to reconnect water service, avoid disconnection, or for a current or future bill. Additionally, through September 30, 2023, assistance is available to cover up to $85 per month for future water and wastewater bills. Applicants may apply for the program at texasutilityhelp.com or by calling (855) 566-2057 Monday through Friday from 8 a.m. to 6 p.m.  Assistance is available in multiple languages.

“We encourage customers in need to apply,” said  Alex Land, Assistant Director of Dallas Water Utilities. “These programs offer free money assisting qualifying customers with their utility bills.”

Dallas Water Utilities (DWU) customers may call DWU Customer Service at 214-651-1441 Monday through Friday from 8 a.m. to 5 p.m. to notify DWU that they have applied for the Low-Income Household Water Assistance Program (LIHWAP). DWU will then place a 90-day hold for disconnection and note their account. After an application is approved, payments are sent directly to the utility provider.
