The Right of Way Management team from the Department of Public Works is inspecting the restoration being completed by Atmos. Residents can expect the streets, alleys and sidewalks to be in the same, if not better, condition as before the repair process began. For yards that were damaged in the pipe replacement operations, Atmos is required to put in new sod and soil in the affected properties.

Atmos and their contractors are working to repair the streets that were torn up to allow for the gas lines to be repaired. Atmos is committed to repairing the affected streets by the end of May.

Curb collection – No alley service: This means service location is at the curb. These areas are and were previously designated as curb collection. This area didn’t have alley collection before the planned gas outages and there is no change.

As of April 10th, approximately 2,500 customers are safely using natural gas in their homes. The remaining 40 customers are available for relight or assigned to a plumber.

Customers identified as needing plumbing repairs are being connected with licensed plumbers. Plumbers provided by Atmos Energy will make repairs to customer-owned house piping.

Appliances that do not pass a safety check and are out of code must be repaired by a qualified professional of your choice to ensure proper functioning and safe operation. These costs are not reimbursed by Atmos Energy. Once repairs are made to the appliances and they pass safety checks, Atmos Energy can safely restore service to the appliance.

Restoring the Neighborhood

As part of normal operations when replacing pipelines in neighborhoods, Atmos Energy crews may have to cut into streets, alleys, sidewalks and driveways. While work is going on, we will make temporary repairs to the area. When work is complete, we will make arrangements to permanently repair streets, alleys, sidewalks, roads and restore your landscaping to its original condition.

Installation

Atmos Energy completed its installation of service lines and 152,000 feet of High-Density Polyethylene pipe this weekend in the planned outage area of Northwest Dallas. As of today, more than 80% of customers are safely using natural gas in their homes.

Customers identified as needing plumbing repairs are being connected with one of 40 licensed plumbing crews to test and repair gas lines. Repairs must be made before we can safely restore natural gas service.

We are urging customers if they see a door tag or receive a call from Atmos Energy, it is important that we hear from them, as we are trying to set an appointment to test house-piping and safely restore natural gas service.

After several attempts to reach the customer, either by door tag and/or phone call, monetary assistance will be suspended until an appointment is made.

Follow Up Work

Once the natural gas system is fully restored, as part of our normal process, crews will be in the neighborhood to do follow up work such as, fixing alleys, sidewalks, roads and restoring landscaping.

As a reminder, plumbing repairs could take several days, so it is difficult to pinpoint an exact time all customers will be fully restored.

We are urging customers if they see a door tag to please call us at 972-964-4191, as we are trying to set an appointment to test house-piping and safely restore natural gas service.

Follow Up Work

Once the natural gas system is fully restored, as part of our normal process, crews will be in the neighborhood to do follow up work such as, fixing alleys, sidewalks, roads and restoring landscaping.

NTSB Report

More than 700 crew members have made significant progress laying approximately 152,000 feet of pipe in Northwest Dallas, which is the amount of pipe it would take to stretch from Dallas to Fort Worth. We have less than 10% of work remaining and believe we will be able to successfully wrap-up the installation phase very soon.

Under a typical construction plan this project would take 12 months, so it is difficult to pinpoint an exact completion date. There are many steps to build an entire new distribution system for 2,435 customers:

  • Step 1 – Shut down the natural gas system in the planned outage area
  • Step 2 – Installation of new mains and service lines
  • Step 3 – Provide customers with licensed plumbers for safety checks*
  • Step 4 – Fully restore natural gas service to the customer’s home

*Customers identified as needing repairs to piping inside the home are being connected with licensed plumbers to test and repair gas lines at no cost. As a reminder this could take several days.

Atmos Energy Pipe Replacement Project Nears Completion in Northwest Dallas

Approximately 86 percent of new infrastructure installed

DALLAS (March 21, 2018) – Atmos Energy is on schedule with its pipe replacement in Northwest Dallas with nearly 86 percent of the new infrastructure safely installed including natural gas mains and service lines.

“We are grateful to the community and the affected residents who have been understanding and patient as our crews work day and night to replace 152,000 feet of pipe and 2,435 service lines on our distribution system,” says David Park, Atmos Energy Senior Vice President of Utility Operations.

According to Park, as the company nears the end of its installation, it will continue working with customers, licensed plumbers and city inspectors to repair natural gas plumbing inside the homes.

“Given these unique circumstances, we are covering plumbing costs for residents living inside the planned outage area,” says Park. “As a reminder, this process takes time to arrange with customers to complete safety tests and make repairs before we can safely restore service.”

An unprecedented combination of factors led to Atmos Energy’s decision to schedule a planned outage in Northwest Dallas. There is no evidence this combination of factors exists elsewhere on its system. Click here to learn more.

Modernizing Natural Gas Infrastructure

Just like highways, bridges and water systems constructed decades ago, the nation’s natural gas infrastructure is a focus of replacement and modernization programs for companies and regulators across the country.

“Since 2005, we have invested nearly $3 billion in pipe replacement and other safety-related modernization investments in our Mid-Tex division, including North Texas, and plan to invest another $3 billion during the next five years,” says Mike Haefner, Atmos Energy President and CEO.

Atmos Energy has programs approved by the Railroad Commission of Texas that determine the priority of pipeline infrastructure selected for replacement every year and by regulation, takes into consideration a variety of factors, such as pipe location, composition and nature of the piping system – including the age of the pipe, materials, type of facilities, operating pressures, leak history records, prior leak grade repairs – corrosion history, environmental factors and any other condition known to the operator.

An annual review of this information is conducted for project planning purposes, however, the priority of these projects can change at any time if new information is obtained that identifies pipeline segments needing to be replaced earlier than originally planned.

Pipeline Material

Like other utility companies, the distribution system of Atmos Energy was constructed from many different materials – coated and uncoated steel, plastics and cast iron, all recognized as state-of-the art and consistent with industry-approved standards at the time of installation. Monitoring the System

It is part of the company’s normal operations to conduct regular leak detection of its system. These surveys are conducted by Atmos Energy employees inspecting pipelines in the streets, alleys and the service line that runs to the gas meter. The company also relies on aerial patrols and the use of advanced detection technology, such as mobile leak detection vehicles to monitor the system.

One of the best ways to detect a natural gas leak is through sense of smell. An odorant is added to natural gas to make it smell like rotten eggs as a safety precaution.

Out of the 2,435 total customers in the planned outage area, 965 of our customers are safely using natural gas in their homes.  Today, we are working on more than 389 meters, and those customers will be scheduled for a safety test and possible restoration of service.

In addition, we have a number of customers assigned to plumbers to make repairs to customer-owned piping. Customers identified as needing plumbing repairs are being connected with licensed plumbers to test and repair gas lines, and repairs must be made before we can safely restore natural gas service.  We will continue to provide monetary support as repairs are being made.

We recognize the frustration and disruption this situation has caused, and are working diligently to restore service in this area. Atmos Energy to Conduct Planned Outage

DALLAS – Out of an abundance of caution, Atmos Energy will begin a scheduled service outage, starting at noon Thursday and lasting several hours, to replace the natural gas line system in expanded parts of northwest Dallas.
The planned outage will affect about 2,800 homes and may require up to two or three weeks before service is restored in phases, said John Paris, president of Atmos Energy’s Mid-Tex division.
“We will be working around the clock as we replace any necessary pipelines and other equipment and will try our best to minimize any disruption,” Paris said.
The outage is necessary to repair Atmos Energy’s natural gas distribution system after recent extraordinary rains in North Texas as well as geological conditions in the area have caused leaks.  Repair work already has taken place over the past few days.
This action is not being taken because of any imminent emergency or danger.
Mandatory relocations are not necessary in the affected neighborhoods, generally in the area bounded by Walnut Hill to the north, Webb Chapel to the west, near Northwest Highway to the south and Lakemont Drive to the east.
Atmos Energy is deploying more than 120 crews to quickly complete this work.  They also will be on hand to assist each homeowner as service is restored.
For those who want to leave, Atmos Energy will offer financial assistance for hotels or other accommodations during the repairs. It also is working with the city of Dallas and other agencies to assist if necessary

Evacuation Steps:

  • Bring clothing, medication, and other personnel belongings needed for the next 3-5 days.
    • Don’t forget:
    • Cash and Credit Cards
    • Personnel Identification
    • Cell phone and chargers
  • If you have a pet, the hotels can accommodate the pet staying with you. Don’t forget:
    • Pet Food
    • Pet Medication
    • Pet water bowls
  • Make sure the special needs of infants, elderly or disabled family members are met.
  • Inform first responders if you have neighbors who may need a ride.
  • Secure your home by closing and locking doors and windows.
  • When time allows: From a safe distance, call a family member or friend and tell them where you are going.

Deputy Mayor Pro Tem Adam Medrano and Dallas City Councilman Omar Narvaez will host a community meeting for the residents impacted by the evacuations in Northwest Dallas.

Updated: Feb. 23 at 3 p.m.

  • Rooms are being provided at Dallas hotels for all residents affected by the evacuation and gas service interruption. The rooms will be provided by Atmos to residents throughout the duration of the service disruption.
  • Atmos is working directly with Dallas ISD on a plan for expanded transportation routes for those in hotels.
  • Dallas-Fire Rescue Officers are continuing to support the families under current evacuation by assisting in the retrieval of any medical needs or critical family effects from their residences.
  • The Department of Sanitation Services will continue trash service in the affected area. Due to repair work on-going in alley ways, waste removal services will take place on normal schedule in the front of residents houses.
  • Atmos is providing direct information and support to affected residents 24-hours a day in three ways:
    • Residents can meet with representatives at the Command Post located at the intersection of Webb Chapel Road and Larga Drive.
    • Residents can receive updated information on repair operations and relief support at the following web-site: http://atmosenergy.com/alerts/
